I just found another "tips" web site called quickonlinetips.com that mentions a source of great free icons:
FamFam.com is offering free icons for download. The collection includes flag icons, a set of 700 "silk icons", and a set of over 140 "mini icons".

There are many places to get free graphics for your web site online. If you don't already know about it, check out OpenClipArt.org. Here are a couple of samples from the Open Clip Art Library:

If you use the Open Clip Art Library, you should also download Inkscape, a free vector graphics editor that can edit SVG files. The GIMP, or GNU Image Manipulation Program, is another free program that is useful for editing the graphics after you have converted them into PNG, JPG, or GIF format.
