I recently upgraded to Ubuntu 7.10 Gutsy Gibbon. On the Ubuntu Gutsy live CD the "desktop visual effects" (Compiz) worked fine. Once it was installed I would get errors and could not use Compiz.
Eventually I realized that I had to also install a package called xserver-xgl:
"GL-based X server
Xgl provides a GL-based X server, performing its drawing through a GL stack.
In combination with a GL-based compositing manager, this allows for high-speed
transformations of windows."
As soon as I installed xserer-xgl through Synaptic, the "desktop visual effects" worked with Ubuntu Gutsy Gibbon on my ThinkPad T43.

I had the same problem on a Dell Inspiron 6000 with ATI x300 card. I received a "desktop effects could not be enabled" message. When I typed "compiz" in a terminal it said "xgl not installed". Installing xserver-xgl solved the problem.

I'm sorry if this is a little off the subject, but where do get XGL and Compiz.

You should be able to install xserver-xgl through Synaptic. Gutsy Gibbon has everything else that you need.
