There are several tools you can use to make and edit web graphics. If you don't already have a graphics program, try a free program called the GIMP -- GNU Image Manipulation Program.
The GIMP is a great free graphics editing program. Use this instead of paying hundreds of dollars for a commercial program like Photoshop or Fireworks. It can be used to create professional quality graphics. The film version of GIMP was used in the creation of the movie Scooby Doo.
